Guidelines for authors
I. Aims and Scope
Authors are invited to consult the journal’s Aims and Scope before submitting a manuscript. Submissions must fall within the journal’s stated scope and be relevant to its academic readership.
II. General requirements
- The article must be original, representing the exclusive work of the author/authors.
- The article must include the names of all authors, in the order of their contribution to the article.
- The article has not been published before and has not been sent for evaluation to another journal.
- The article must be submitted in English. The English language of the manuscript is strongly recommended to be checked by a specialist in the English language before submission.
- Ideas and passages in the manuscript that do not belong to the author(s) must be assigned appropriately, through bibliographic references and the use of quotation marks.
- In case of breach of copyright law/ in case of plagiarism, the entire responsibility rests with the author of the article.
- The authors are responsible for obtaining written permission to include any images/artwork or documents/texts for which they do not hold copyright in their articles, or to adapt any such images/artwork or documents/texts for inclusion in their articles. The authors may not reproduce materials from unauthorized sources.
- The journal does not accept articles in which the text is generated using artificial intelligence.
- The authors have the obligation to include the DOI number of cited articles and books, if one exists.
- The journal has no deadlines for receiving articles. Articles are received on an ongoing basis and are subject to evaluation in the order of receipt.
III. Article form requirements
1. Title of the article
The title is written in capital letters, Times New Roman 14, bold, centered, in English. The title can have a maximum of 200 characters with spaces.
2. Author(s)
First and last name of the author(s) should be written Times New Roman 12 on the right, bold, double-space under the title, being preceded by academic rank and scientific title (if it is the case). The family name will be written in capital letters. The name will be followed by an indication of the main institutional affiliation (for each author separately, if it is the case), country and e-mail, written in Times New Roman 12, bold, italic.
For manuscripts with more than one author, a corresponding author must be designated. The corresponding author is responsible for communication with the journal throughout the submission, peer review, publication, and post-publication process.
3. Abstract
The abstract will have 150-200 words and will be written in English, with Times New Roman 12, italic, justify, two lines under the author’s name. The abstract will include: objectives of the study, the research methods used, results and implications of the study.
4. Keywords
4-6 keywords that comprise the essence of the article have to be mentioned, in English, at 2 lines under the abstract, with Times New Roman 12, italic, justify.
5. JEL Classification
After keywords, please indicate framing of the article in one or more categories in JEL classification (Division H for Public Economics, Division K for Law and Economics Literature).
6. Paper Body
Text of the article will be written in English. The text will be written in Times New Roman 12, justify, single line spacing. The articles submitted for publication in our journal cannot exceed 15 standard pages.
The article will be divided into sections, each with a heading. The introductory section will include identifying the problem investigated, novelty compared to existing doctrinal approaches, research structure, detailing research methods used, the solutions proposed. The article will then include sections related to the research and discussion of the analyzed topic from the perspective of comparative and international law. At the end of the article shall be inserted a section of conclusions with research results and ways to exploitation of the results.
7. Footnotes
The footnotes should use Times New Roman 9, justify, single line spacing. The footnotes will continue on the following pages and won’t start with no. 1 on each page. All quoted works and the jurisprudence should be mentioned only in footnotes. The citations will be made according to The Chicago Manual of Style, in full format, not shortened notes.
In the case of jurisprudence, the document’s name has to be mentioned, its number, the date of ruling/issuing, the issuing authority (court) and the publication where it is included (The Official Gazette, case law reports etc.).
8. Tables and figures
Tables and figures must be sized to fit on a single page. The title and number of the tables will be positioned above them and will be written in Times New Roman, font size 10, bold. The title and number of the figures will be positioned below them and will be written in Times New Roman, font size 10, bold. The tables and figures will also mention the source. Where reference is made in the text of the article to tables and figures, they will be written in Times New Roman, font size 12, bold (for example: Figure no. 1, Table no. 1).
9. Abbreviations and acronyms
Abbreviations and acronyms will be explained the first time they appear in the text of the article.
10. Bibliography
A bibliographic list of the works cited in the article must be included at the end of the manuscript. The bibliography must contain all doctrinal sources cited in the footnotes, including books, book chapters, and journal articles. Sources that are not cited in the article must not be included in the bibliography.
Authors are expected to situate their research within the relevant scholarly literature and to appropriately acknowledge current and authoritative scholarship related to the subject of the manuscript.
Bibliographic references must be formatted in accordance with The Chicago Manual of Style.
Titles of works must be provided in the original language of publication, followed by an English translation in square brackets [ ] when the original title is not in English.
11. Funding and Conflicts of Interest
Authors must disclose any financial support received for the research, authorship, and/or publication of the article and must identify the funding source, where applicable.
Authors must also disclose any financial, professional, or other conflicts of interest that could be perceived as influencing the research or its interpretation.

12. Page layout
The paper has to be written using A4 format (margins: top/bottom/left/right 2 cm). The pages will be numbered with Arabic numbers continuously, from first to last page.
IV. File with links to bibliographic sources
Authors will provide a separate word file from the article that will include the links for all bibliographic sources used in the article.
V. The exclusive responsibility of the authors for the content of articles
Articles must be original and may not have been published in other journals. The authors are required to follow the copyright legislation and to avoid completely any form of plagiarism. In case of breach of copyright law and in the case of plagiarism, the entire responsibility rests with the author of the article. The editorial board of "Perspectives of Law and Public Administration" does not assume any liability for infringement by the authors of the regulations included in copyright legislation and the achievement of plagiarism. Also, the editorial board of "Perspectives of Law and Public Administration" is exempted from any liability regarding the author’s points of view included in the published articles. It is the responsibility of the author(s) to obtain any authorization relative to duplication and copyright relative to texts that are quoted and duplicated in their text.
VI. Peer Review
All research articles submitted to Perspectives of Law and Public Administration are subject to external double-blind peer review.
Detailed information on the journal’s peer review procedure, including reviewer selection, confidentiality, possible review outcomes, and editorial decision-making, is available on the journal’s Peer Review page.
VII. Article Processing Charge (APC)
Authors are required to pay a one-time Article Processing Charge (APC) of EUR 300 for each article accepted for publication. The APC is payable only after the manuscript has successfully completed the peer review process and has been formally accepted for publication.
The APC contributes to the costs associated with editorial processing, administration of the double-blind peer review process, publication, digital archiving, and dissemination of the article through international indexing and abstracting services.
The journal does not charge any other fees, including submission fees, peer review fees, fees for rejected manuscripts, page charges, or additional charges for figures, tables, or supplementary material.
Payment of the APC has no influence on the editorial evaluation, peer review process, or the decision to accept or reject a manuscript.
VIII. Similarity Screening and Detection of AI-Generated Text
All manuscripts submitted to the journal are screened for text similarity using Turnitin. Similarity reports are assessed by the editorial team and are not used as the sole basis for determining whether plagiarism has occurred. Where potential plagiarism or inappropriate text reuse is identified, the editorial team will assess the manuscript and may reject it.
The journal does not accept manuscripts containing text generated using artificial intelligence. Manuscripts may therefore be screened using GPTZero or other tools designed to identify indicators of AI-generated text. The results provided by such tools are considered supplementary information and are subject to editorial assessment. They are not, by themselves, regarded as conclusive evidence that a manuscript contains AI-generated text and do not constitute the sole basis for an editorial decision. Where there are reasonable indications that a manuscript contains AI-generated text, the editorial team may request clarification from the author(s) and may reject the manuscript.
IX. Ethics and malpractice statement for Perspectives of Law and Public Administration
The rights and responsibilities of authors are presented in Ethics and Malpractice Statement for "Perspectives of Law and Public Administration".
X. Copyright, Licensing and Open Access
Authors retain copyright in their published articles and grant ADJURIS – International Academic Publisher the right of first publication and a worldwide, non-exclusive licence to publish, reproduce, distribute, archive, and disseminate their articles.
Articles are published on an open access basis under the Creative Commons Attribution-NonCommercial-NoDerivatives 4.0 International License (CC BY-NC-ND 4.0)

XI. Submitting the article
Before submitting the article, please check that all of the above requirements are met.
The article accompanied by the Assumption of Liability Declaration signed by each author and the File with links to bibliographic sources will be submitted using the form HERE.
If there are multiple authors, the form will be completed by a single author (the coordinating/corresponding author).
